Our Team

Simon Levitt

Partner

Founder and Partner of Harwood Levitt Consulting, Simon has designed global and European strategy for the world’s leading organisations, and has shown the corporate world how to build commercial strategy based on public policy. Simon’s clients range from global Fortune 500 companies, to the trade associations of most commercial sectors, and global foundations and non-profit groups.  They include Johnson & Johnson, Novartis, Oxfam, and the Oak Foundation. He is now one of Europe’s leading thinkers on how global companies and other organisations can profit from and interact with public policy: working on the shifts from lobbying to 360o campaigning, using the disciplines of marketing and logframe planning to build public affairs competitively, and helping commercial organisations monetize first mover advantage beyond CSR.  Simon trains senior management on how to bring this effectively into their organisations, and his experience spans New York, London and Brussels. He holds a Masters from Oxford University, and teaches public affairs and business strategy at Solvay Business School in Brussels.

Margot Lotz

Partner

Margot Lotz, HLC founding Partner, has over 10 years experience in political communications, strategy and stakeholder mobilisation. She’s advised Fortune 500 companies in Europe and in the US, created lasting partnerships and campaigns with NGOs, and coordinated legislative and communication strategies for politicians.  A proud generalist, Margot’s work has spanned a wide variety of industries and organisations.  She has specifically worked on the political implications of consumer healthcare, alternative energy, smoking cessation, fisheries, alcohol policy, public health prevention schemes, corporate social responsibility, nutrition, local community engagement, and political reform. Margot is especially interested in European voting behavior and its impacts on public policy and business. Margot is half Dutch, half American with a BA from the University of Rochester and an MSc from the London School of Economics.

Simon Bryceson, MBE

Chairman

Simon has spent the last thirty years thinking about public opinion on the major issues affecting our daily lives, businesses and politics. He has worked with a wide range of global environmental groups devising campaigns, was deputy general secretary of the British Liberal Party with special responsibility for dealing with television and radio. He later advised other European political parties during key elections, he has been advising companies on business critical issues for twenty years. His is an almost unique mix of pressure group, political and commercial experience. He speaks frequently at conferences around the world on public opinion and decision making.

Joseph Elborn

Director

Joe helps with much of the creative content and commercial strategy at HLC. After launching one of the first legal blogs in the UK, he remains at the forefront of digital and creative communications across a wide range of issues – from fish to pharma. During his time at one of Australia’s largest finance outfits, he designed and executed a wide range of 50+ person projects. This gave him an understanding of commercial realties, as well as the underlying motives behind them. Joe also became a qualified financial planner during this time, and has developed an acute understanding of the global marketplace. His background in sales, neuro-linguistics, professional training and psychology, means that he is well equipped to deliver an in-depth viewpoint on content creation. Joe holds a BSc in Psychology and Business from the University of Liverpool, and a MSc in Political Theory from the London School of Economics.

Frederick van Mierlo

Consultant

Frederick works closely with a wide range of organisations, including NGOs, foundations, and patient / scientific societies, focusing on political messaging, stakeholder outreach, and communications strategy. In May 2015 Frederick stood as a candidate for the UK House of Commons for the Liberal Democrat Party and runs campaigns for Liberal Democrats abroad. In 2016 he spent a month at the campaign headquarters of Hillary for America supporting teams in New York and Philadelphia. Previously, he helped coordinate a network of EU environmental experts, and assisted a Member of the UK Parliament. Frederick holds a Master’s degree in International Relations from Leiden University, and a degree in Geographical Sciences from the University of Bristol. He speaks English, French and intermediate Dutch.

Giacomo Borgo

Consultant

Giacomo specialises in EU environmental and chemicals policy, chiefly focussing on waste management and consumer safety. Maintaining his interest in public policy advocacy, his previous work experience includes the industry associations BusinessEurope and PlasticsEurope. He also served as a research assistant in the Commercial Service of the U.S. Mission to the EU, where he provided regulatory advice to U.S. companies. Giacomo holds a BA in Political Science and International Relations from the University of Padova and a MA in European Studies/Economics from the Université Libre de Bruxelles. An Italian native, in addition to his mother tongue he speaks English and French.

Maxime Oillic

Consultant

Max started at HLC in January 2016 as a junior consultant. His previous work experience includes CSR Europe, the leading European business network for Corporate Social Responsibility, where he specialised in conflict minerals and circular economy; and the EU Office of the Provence-Alpes-Côte d’Azur Region, where he worked on environmental and agricultural policies. Max holds a double degree in Law and Modern Languages from the University of Nantes, and an MSc in International Relations from the University of Edinburgh. Max likes to cross boundaries between the public, private and NGO sectors, and enjoys working on sustainability issues. He is fluent in French, English, Spanish and Italian, and has basic command of Mandarin Chinese and Russian.

Daphne Warnar

Junior Consultant

Daphne joined the HLC team as a junior consultant in the autumn of 2016. She previously worked at the Dutch Ministry of Defence and conducted research on Indo-Russian military cooperation. She applies her passion for international cooperation to the fields of pharmaceutical and chemical policy. Daphne enjoys devising communication strategies that bridge the gap between complex scientific facts and effective campaign messages. Daphne holds a BSc in European Studies from Maastricht University and a MSc in Comparative and International Politics from the University of Leuven. She is fluent in Dutch and English, and has a basic command of French.

Martha A. Scheja

Junior Consultant
Martha is focused on bringing together stakeholders to reach common positions and agreement. Previously, she helped bring together platforms that include groups as diverse as corporations, NGOs, policy-makers, and the military. Martha supports the HLC team in developing and implementing stakeholder engagement plans – be that digitally or through high-level events. Prior to joining HLC, Martha worked at a Brussels-based consultancy on a legal-advice project for the European Commission and supported on public affairs strategy for clients in healthcare and international relations. During her studies, she worked at the headquarters of the Atlantic Treaty Association in Brussels, where she focused on maritime security and transatlantic relations. Martha holds a MA in International Relations from the University of Kent, UK, and a BA in Political Economics from the University of Lucerne, Switzerland. Martha is fluent in German and English, and has a basic command of Polish.

Office support

Arthur provides office support and entertainment.  He looks after much of our filing, bookeeping, travel, and sometimes answers the phone. His experience in natural wooded habitats and sandy coastal areas help him understand the value of protecting our environment.

Louise Fox

Advisor

Louise Fox is an EU policy, advocacy and communications professional with over 10 years’ experience in the healthcare sector. After working in the European Parliament as advisor to a Conservative MEP, Louise spent 6 years with Burson-Marsteller, including as Director of Brussels Healthcare Practice and Deputy Chair of EMEA Healthcare Practice. Louise has worked for a range of clients across the healthcare sector, including pharmaceutical and medical devices companies, patient and health professional advocacy groups and EU agencies. Specialized in disease-related policy advocacy, Louise has designed and led influential pan-European campaigns on diabetes, CVD, cancer, liver and kidney disease, and premature birth.

   

Berwyn Davies

Cultural specialist

Berwyn is Managing Director of Syncretica Limited, a management consulting company that draws on his 30 plus years of business experience. He has lived what he advises. He is best known to HLC clients through his work on Intercultural Management. First-hand, he has seen the challenges of working effectively across borders, and this has especially important applications in the Public Affairs space. Berwyn delivers workshops and corporate consulting using an evolution of Hofstede’s cultural dimensions theory. Mastering this method is sure to increase the efficacy and impact of Public Affairs teams working in Brussels – and beyond. Berwyn designed and deployed a suite of management training courses that trained over 10,000 people worldwide, so he is highly skilled at workshop design and delivery. He has worked in the UK, Australia, Europe, Asia and North America.

Zsofi is an illustrator based in Brussels. She draws for annual reports, publications, book jackets, creates hand-drawn infographics and does live graphic recording and digital sketchnotes at events.
